Selling on Instagram and WhatsApp in Türkiye: 2026 Guide
WhatsApp tops Turkish app use at 90%, 60% of people now buy online, and e-commerce grew 52.2% in 2025. Here is what that means for DM replies and payment, and for the KVKK and İYS rules.

In Türkiye, the shop window is Instagram and the counter is WhatsApp. TÜİK's 2026 household ICT survey, published in August, ranks WhatsApp first among social and messaging apps at 90.0% of individuals, with Instagram at 71.1%, and reports that 60.0% of people aged 16 to 74 bought goods or services online, up from 55.7% a year earlier. The money followed: the Ministry of Trade puts 2025 e-commerce at 4 trillion 567 billion lira, up 52.2%. If you sell to Turkish customers, reply time decides who gets the sale: in Entagl's data, 78.4% of buyers who asked several sellers bought from whoever answered first.
This is written for two readers. Turkish businesses (boutiques, clinics, salons, home-goods sellers) that already sell through DMs and want it to scale past what one phone can handle. And foreign brands entering Türkiye who keep hearing "Instagram'dan yazın" (write to us on Instagram). The figures below come mainly from Turkish government statistics and regulators, published between 2024 and 2026, plus DataReportal and Entagl's own response-time study.
How big is Turkish e-commerce in 2026?
Big, and still growing fast. The Ministry of Trade's Türkiye'de E-Ticaretin Görünümü 2025 report, released in May 2026, gives the clearest picture:
| Metric (2025) | Figure | Source |
|---|---|---|
| Total e-commerce volume | 4.57 trillion TL (+52.2%) | Ministry of Trade |
| In US dollars | 115.43 billion (+28.9%) | Ministry of Trade |
| Share of all trade | 19.3% | Ministry of Trade |
| Businesses selling online | 634,611 | Ministry of Trade |
| Largest category | Clothing, shoes and accessories (428.7 billion TL) | Ministry of Trade |
The dollar line matters if you report in another currency. Lira growth of 52.2% shrinks to 28.9% once you convert, which is still strong growth, just less dramatic than the headline.
The minister's launch remarks add two details. By number of purchases, women made 75% of online spending. And 75% of e-commerce businesses already use AI in some form.
Why do Turkish shoppers buy through DMs?
Because that is where they already are. DataReportal's Digital 2026 Turkey report counted 77.5 million internet users and 62.3 million social media user identities in late 2025, and Meta's own figures put Instagram's ad reach at 70.9% of the entire population. A Turkish buyer usually finds you through a Reel or a friend's tag, then asks the question in a DM or taps through to WhatsApp.
What they ask is predictable: "Fiyat nedir?" (what's the price), "Bedeni var mı?" (is my size in stock), "Kapıda ödeme var mı?" (can I pay on delivery), "Bugün kargoya verilir mi?" (will it ship today). Each one is a buying signal.
Delivery expectations are high too. The ministry reports that 53% of orders are delivered within 24 to 48 hours, so buyers are used to things moving quickly.
How fast do you need to reply to a Turkish DM?
In under a minute, if you can. Türkiye was one of nine countries in the Entagl Response Velocity Study, which looked at 32,581 conversations across Instagram, WhatsApp, Messenger, Telegram and web chat. Conversations answered within 60 seconds converted at 35.1%, against 7.1% for replies sent one to 24 hours later. When a buyer asked several sellers the same question, 78.4% bought from whoever answered first.
That last number fits Turkish shopping habits closely. A buyer looking for a dress or a hair appointment in Kadıköy can message five accounts from one hashtag search. (If you have ever asked "fiyat?" under three posts and bought from the account that replied, you have seen this from the other side.)
How do Turkish customers pay in the chat?
Mostly by card, but not only. According to the Ministry of Trade, two thirds of online payments in 2025 were made by card, followed by bank transfer (havale/EFT) and then cash on delivery (kapıda ödeme).
That mix shapes how a DM sale closes:
- Card buyers want a secure payment link sent in the thread, from your payment provider or your store's checkout.
- Transfer buyers want your IBAN and the exact amount, plus what to write in the description so you can match the payment.
- Cash-on-delivery buyers want to know whether you offer it and whether it costs extra.
What do KVKK and İYS mean for an AI agent on your DMs?
Two Turkish rules matter most here, and both are easy to miss.
KVKK and transfers abroad. Many AI and messaging tools process data outside Türkiye. Since Law No. 7499 amended Article 9 of KVKK, in force from 1 June 2024, transfers abroad generally rest on an adequacy decision or on safeguards such as the Board's standard contracts. A signed standard contract must be notified to the KVKK Authority within five business days, per the Authority's own guide to cross-border transfers. So ask any vendor in which countries your customer conversations are stored and processed, and who signs the transfer paperwork. We wrote a full checklist in our post on AI data residency for customer conversations.
İYS and promotional messages. Turkish law requires prior consent for commercial electronic messages, and consents collected outside the İleti Yönetim Sistemi must be registered in İYS within three business days or they are treated as invalid. How far İYS reaches into messaging apps is a question for your lawyer, but the safe operating rule is simple: answer anyone who writes to you, and send promotions only to people who opted in.
This is general information, not legal advice. If you handle health data (clinics, aesthetics), get specific counsel.
What does a DM sales setup in Türkiye need?
Here is a checklist built from the numbers above.
| Need | Why it matters in Türkiye | What to look for |
|---|---|---|
| Sub-minute replies, 24/7 | 78.4% of competitive purchases went to the first responder | An AI agent on Instagram and WhatsApp, with your team on handover |
| Instagram comments as well as DMs | Instagram ads reach 70.9% of the population, and "fiyat?" often arrives as a comment | Automated comment replies that move the buyer into a DM |
| Turkish first, other languages too | Cross-border sellers and businesses in tourist areas get messages in more than one language | Replies in the buyer's language, switching when they do |
| Payment answers in the thread | Card first, then havale/EFT, then kapıda ödeme | An agent taught your payment link, IBAN details and COD policy |
| Stock and size answers | Clothing is the largest category | Answers from your live catalog, not a stale PDF |
| Consent-based outreach | Commercial messages need prior consent under Turkish law | Campaigns only to contacts who opted in, using approved templates |
| A clear data answer | KVKK Article 9 governs transfers abroad | A vendor who tells you plainly where data is stored |
WhatsApp cost is a smaller worry here than in most markets. Since October 1, 2026, Meta charges for business replies after a monthly free allowance, and Türkiye has one of the lowest per-reply rates on the card. The figures are in our guide to the new WhatsApp reply charges.
Where does Entagl fit?
Receptionist, Entagl's AI agent for Instagram and WhatsApp DMs, is built for markets where the chat is the store. It answers Instagram DMs, WhatsApp, Facebook Messenger, Telegram and web chat in seconds, at any hour, and comment automations can reply to Instagram comments with your own prewritten text and move the buyer into a DM. It understands voice notes, photos and PDFs, which matters when a buyer sends a screenshot of a product and asks "bunun siyahı var mı?" (do you have this in black). It detects the language each customer writes in and replies in it (more than 100 languages), switching mid-conversation if they do. The Entagl app itself is fully available in Turkish.
It answers from your catalog and FAQs, books real appointments into your calendar for salons and clinics, and can call your own systems through custom functions, for example to fetch a payment link from an endpoint your payment provider or developer exposes. If you sell on Shopify it can send a checkout link directly, and if you sell on Trendyol, your catalog and orders can flow into the same assistant (we covered how in our Trendyol AI assistant guide). When a conversation needs a person, it hands over to a shared team inbox with the full thread visible.
The honest limits: Entagl does not process payments, and conversation data is stored on AWS in the United States, so a KVKK transfer basis applies (the AI model providers that process each message sit outside Türkiye too). If your sector requires in-country storage, raise it before you sign. For the setup itself, our step-by-step guide to automating Instagram and WhatsApp DMs walks through it, and our Latin America WhatsApp analysis shows how a similar chat-first market behaves.

FAQ
How many people in Türkiye use WhatsApp?
TÜİK's 2026 household ICT survey ranks WhatsApp as the most used social and messaging app, at 90.0% of individuals, ahead of YouTube at 77.6% and Instagram at 71.1%. DataReportal counted 77.5 million internet users in Türkiye in late 2025.
How big was Turkish e-commerce in 2025?
The Ministry of Trade reports 4 trillion 567 billion lira, up 52.2% on 2024, or 115.43 billion US dollars, up 28.9%. E-commerce made up 19.3% of all trade, and 634,611 businesses sold online.
Do I need KVKK paperwork to use an AI agent hosted outside Türkiye?
Usually you need a lawful basis for transferring personal data abroad. Since 1 June 2024, KVKK Article 9 relies mainly on adequacy decisions and safeguards such as the Board's standard contracts, which must be notified to the Authority within five business days of signing. Check with counsel for your sector.
Can an AI agent send promotional WhatsApp messages in Türkiye?
Only to people who gave consent. Turkish rules require prior consent for commercial electronic messages, and consents collected outside İYS must be registered there within three business days. Replying to a customer who wrote to you first is a different situation from sending a promotion.
Which payment methods should a Turkish DM sale support?
Cards cover about two thirds of online payments, according to the Ministry of Trade, followed by bank transfer and cash on delivery. Teach your agent to send a payment link and transfer instructions; state your cash-on-delivery policy clearly.
